1. Project Background

The 6th Geomatics Brigade's site had an aging low-voltage system; vehicle access, campus security and perimeter protection relied on fragmented manual management, with low vehicle-registration efficiency, uneven surveillance coverage and no active perimeter defense. Sichuan DCH undertook the upgrade, implementing vehicle gate, video surveillance and outdoor electrified fence under a unified Public Security System (PSS) plan, aiming to complete standardized deployment within a tight schedule and pass compliance acceptance.

  • Initial constraints: part of the site was existing building stock with mixed MEP and cabling conditions, requiring work with minimal disruption to normal operations.
  • Core requirements: self-service vehicle access, effective coverage of key campus zones, active perimeter defense, and unified O&M.
  • Key milestones: site mobilization on Sep 2, 2019; all subsystems completed in about 35 days with a one-week-plus trial run; four-party final acceptance on Oct 7, 2019 with no objections and a pass.

2. Scope (Three Subsystems)

The project centered on the Public Security System (PSS), deploying vehicle gate, video surveillance and outdoor electrified fence, all serving site access control and campus security.

  • Vehicle gate system: unattended operation, license-plate recognition, vehicle management and self-service payment, with fast recognition, fast lift and vehicle anti-smash protection, standardizing vehicle access registration.
  • Video surveillance: coverage of key campus zones, with power and signal cables routed separately, fixed brackets, outdoor waterproof boxes and lightning protection grounding for stable images and durable equipment.
  • Outdoor intrusion (electrified fence): perimeter fence deployment, easy to install, stable protection coverage and low false-alarm rate, closing the active-defense gap.

3. Key System Implementation

1. Vehicle Gate & Video Surveillance

The vehicle gate offers unattended operation, LPR, vehicle management and self-service payment, and with surveillance forms a closed loop of "recorded access, traceable process": fast recognition, fast lift and anti-smash protection reduce manual intervention; camera coverage spans key campus zones with separate power/signal cabling, fixed brackets, outdoor waterproof boxes and lightning grounding, cutting interference and failure at the wiring source.

2. Camera Pole Craft

Outdoor poles use galvanized anti-rust treatment with waterproof junction boxes and in-box lightning grounding; power and signal cables enter separately to avoid EMI; extended brackets are used where wider views are needed, balancing coverage and appearance.

3. Outdoor Perimeter Electrified Fence

The campus perimeter is protected by an electrified fence forming an active defense boundary: easy to install, stable coverage and low false-alarm rate. Unlike purely retrospective video, the fence alerts at the moment of intrusion and, linked with surveillance, builds a "detect–alert–verify" perimeter security loop.

5. Lessons Learned

  • Public-institution site upgrades concentrate vehicle, surveillance and perimeter scenarios; PSS is the core combination.
  • Separating power/signal cabling and proper lightning grounding is the key craft that secures surveillance stability and durability at the wiring source.
  • Linking perimeter fence with surveillance shifts security from "post-incident review" to "pre-incident alert", improving active defense.
  • Smooth trade interface and closed-loop issue correction with owner/supervisor/designer are the basis for passing final acceptance.
